Case Study – Operational Readiness Plan, Budget, Schedule DevelopmentRare Earths Process Plant and Mine - Pilbara, Australia

The Challenge
The client was moving from Pre-feasibility into Feasibility phase of their project and needed to include Operational Readiness (OR) deliverables and budget.
EnterpriseIS were asked to provide assistance in developing the operational readiness strategy/plan for the project. The initial requirement was to map out the operational readiness strategy/plan and have it costed and documented for inclusion in the feasibility report for project funding.
The client also required a resourcing plan to be developed to support successful delivery of the plan, as well as a high-level schedule to track OR progress.
The Solution
The detailed tasks for Processing and Non-Processing Infrastructure were developed into a master OR plan, schedule and budget, utilising the EnterpriseIS Operational Readiness Framework.
The EnterpriseIS Framework consists of 18 elements, 114 sub-elements and over 400 questions to assist in the development of the OR Plan. By utilising the framework, several gaps were identified between the current identified activities and all required for a successful start-up.
Workshops with the multiple stakeholder teams were facilitated, to review the current activities, identify further activities to address the gaps, assign resources, determine dependencies, and set dates / schedule. These activities were inserted into an overall OR plan, to give a comprehensive view of all milestones and activities, their timing, who was assigned to each task, the hours and cost to complete.
The developed OR schedule was then used for the Project Feasibility report and budget allowing funds for project execution.
The Results
A simplified, integrated plan was developed, which aligned with the EnterpriseIS OR Framework. All OR tasks were tabulated, resources identified, and budget allocated. OR Activities were scheduled to align with project deliverables.
The OR Plan was completed to schedule and added to the feasibility report. Sufficient funds were allocated to Operational Readiness to facilitate a successful start-up.
